Criminal Investigation Department
The Indian Police Commission in 1902-03 recommended constitution of Criminal Investigation Department (CID) in every province and on 21 March 1905 the Government of India accepted the proposal of the Commission and issued instructions to start the department in every province by 1907. In Bengal, Criminal Investigation Department (CID) came into existence on 1st April, 1906 under Mr. C.W.C. Plowden. It is the premier investigation agency of the State of West Bengal. The first head of CID after Independence was Shri H.N. Sarkar, IPJP.

Cyber Crime Wings, West Benagl
The inception of the West Bengal Cyber Crime Wing (WB-CCW) was driven by the imperative to centralize administrative oversight and bolster operational efficiency in addressing cyber threats across the region. Proposed by the West Bengal Police Directorate, the initiative was formalized through Notification No. 2791-PL/PB/14M-04/15 dated October 17, 2023. This pivotal step involved the establishment of 188 new positions and the transfer of 305 existing roles from four autonomous units within the West Bengal Police.

Following a brief period of suspension pending further directives (Notification No. 2558-PL/PB/14M-04/15 dated November 7, 2023), a refined proposal was articulated under Memo No. 50/ORG dated January 19, 2024. Subsequently, after meticulous consideration, the Governor mandated the implementation of WB-CCW in accordance with the original October 17, 2023 notification, albeit with specific modifications.

Under these directives, the administrative functions of the Cyber Patrol Cell and Cyber Crime Cell were retained within the Criminal Investigation Department (CID), West Bengal. Concurrently, the oversight of the Cyber Forensic and Digital Evidence Examiners Laboratory (CFDEEL) unit was transferred to the Additional Director General (ADG) of WB-CCW, while the Emergency Response Support System (ERSS) was integrated into WB-CCW operations.

Additionally, 34 Cyber Crime Police Stations, previously under the jurisdiction of various Commissioners and Superintendents of Police, were placed under WB-CCW's supervision, consolidating regional cyber crime management efforts.
WB-CCW commenced operations with 188 designated positions, encompassing both permanent roles and IT personnel engaged for specialized functions, as stipulated in the October 17, 2023 notification. Furthermore, while 175 positions identified in the original notification remained under CID, WB, 130 positions were allocated to WB-CCW, marking a strategic reallocation of resources aimed at enhancing capabilities in cyber crime prevention and investigation.

This initiative represents a significant advancement in West Bengal's strategy to streamline response mechanisms and fortify defenses against digital threats. By aligning operational structures and optimizing resource distribution, WB-CCW aims to safeguard digital ecosystems, ensuring a resilient cyber security framework for the state's populace and institutions alike.

Enforcement Branch
Enforcement Branch, West Bengal is having its Headquarter at 6th Floor, Araksha Bhawan, Salt Lake City, Kolkata - 27 and is headed by Director General & Inspector General of Police / Additional Director General of Police, Who is assisted by one Inspector General of Police, one Deputy Inspector General of Police and one Special Superintendent of Police, Dy. Supdts of Police, Executive & Ministerial staff.

There are District Enforcement Branches in all Districts including Railway Districts and Enforcement Branches in the Police Commissionrates. They act as subordinate offices of the Enforcement Branch, West Bengal under the supervisory control of S.P./S.R.P./C.P. of P.C. of WBP, assisted by Dy. S.Ps. (DEBs)/ A.C.Ps. (EBs) and executive & ministerial staff of the districts/commissionrates.

This branch of West Bengal Police looks after the matter of enforcement of various controlling orders and basically linked with supervision over activities of trade and commerce.

Based on these activities daily and weekly evaluation reports of market price of essential commodities are prepared and sent to the government. DGP, EB is a member of the Task Force Committee of the Government of West Bengal.

- Intellectual Properties Right: Copy Right Act, 1957, Trade and Merchandise Marks Act, 1999, Patents, Designs etc.
- The Drugs and Cosmetics Act, 1940.
- The Lotteries (Regulation) Act, 1998.
- The India Copyright Act.
- The Food Safety & Standards Act, 2006.
- Cases under the relevant Sections of the BNS as below:
- Receiving of Stolen property: Sec. 317 BNS.
- Cheating: Sec. 318 BNS.
- Forgery: Sec. 336 BNS, 340 BNS.
- Misappropriation of property: Sec 314 BNS, 315 BNS.
- Criminal breach of trust: Sec. 316 BNS.
- Adulteration: Sec. 274 BNS, 275 BNS.
- Cheating by personation: Sec. 319 BNS.

The Jurisdiction in respect of these offences will remain with both the Dist. Enforcement Branches/Enforcement Branches of Police Commissionerates as well as Enforcement Branch (Hqs.). |
In addition to this E.B./DEBs also conduct various enquiries entrusted by the Police Directorate and Govt. Agencies. |
